A big source of confusion is asking the right question at the wrong office. This is the institutional map Roadbook uses.
Federal Road Safety Corps (FRSC)
National road-safety regulation/enforcement, driver's licence design/administration, number-plate design/production, NVIS, road safety education and emergency response.
Roadbook should not imply that every state vehicle fee or inspection procedure is set by FRSC.State VIO / Motor Vehicle Inspection Service
Vehicle inspection, driving tests and roadworthiness functions under the applicable state system.

Industry database and verification infrastructure for compulsory insurance, including motor policies.
